Ukrainian President Volodymyr Zelenskyy announced on Sunday that a trilateral meeting with the United States and Russia will take place in November. The summit aims to restart peace negotiations that have stalled. Zelenskyy stated that Ukraine is ready to discuss territorial issues at the leadership level. He noted that other matters will be handled by technical groups.
Zelenskyy said Ukraine will not agree to limits on its armed forces or enforced postwar neutrality during the talks. Kyiv continues to seek entry into the North Atlantic Treaty Organization despite hesitation from some members. The president also renewed his request for a direct meeting with Vladimir Putin. He believes Putin is the only Russian leader capable of making decisive moves to end the war.
US warnings about imminent Russian ballistic missile strikes have been fully restored, according to Zelenskyy. He explained that SpaceX’s Starshield satellite internet has operated at speeds up to 420 kilometers per hour since early Saturday. This capability was throttled earlier in October under diplomatic pressure from Washington. Zelenskyy confirmed the restoration followed a meeting with US special envoy Steve Witkoff in Oslo.
Washington has pressured Ukraine to pause strikes on Russian oil refineries, arguing they raise energy prices. Zelenskyy said Kyiv will stop such attacks only if Moscow halts strikes on Ukrainian power infrastructure. Alternatively, Ukraine will cease attacks if the US allows Starshield use over Russia to detect missile launches or supplies Patriot missiles.
Zelenskyy reported that Russia launched nearly 2,300 drones at Ukrainian cities in the past week. He wrote online that this week included approximately 1,600 guided bombs and 48 missiles of various types. The Ukrainian leader urged Western allies to accelerate deliveries of interceptor systems.
The Russian defense ministry said its drones struck a cargo vessel bound for the Black Sea port of Chornomorsk overnight. Another vessel heading to Odesa was hit during the day. Moscow claimed the ships were supplying the Ukrainian army. Russian forces also targeted a logistics center, a distribution center, and a terminal in Kharkiv overnight. Reuters could not independently confirm these reports.
Local authorities in the Russian border city of Belgorod reported that a Ukrainian drone attack killed three people and injured 13 overnight. A separate strike later that day killed one more person. Regional governor Alexander Shuvayev said the overnight attack damaged 30 apartment buildings in the city.
