New Congress Members Begin Jan. 3
The 120th Congress convenes in January, while state and local officials assume office on varied schedules.

Dallas County residents who voted in the November 3, 2026, midterm elections will see the results of that ballot take effect in stages over the coming months. The federal government changes hands on a fixed date, but state and local leaders follow their own timelines. This staggered process determines when new policies can be enacted and who holds final authority in each office.
The U.S. House of Representatives and the Senate will formally begin their new terms on January 3, 2027. This date marks the start of the 120th Congress under the 20th Amendment to the Constitution. The new legislative session begins at noon that day. While the mandates start at that specific time, the actual swearing-in ceremony and initial votes may occur on a later weekday if the outgoing Congress passes a resolution to adjust the schedule.
On January 3, the House must elect its Speaker. This individual will direct the legislative work of the chamber. The 435 newly elected representatives will take their oaths in a single, collective ceremony. The member with the longest tenure will administer the oath to the Speaker, who will then lead the rest of the House in their individual pledges. The Senate follows a different procedure because only one-third of its seats are up for election each cycle. The Vice President will preside as new senators are called to the front in small, alphabetical groups. Each new senator will typically have a veteran colleague from their state present during the individual oath.
The 36 governors elected in November 2026 will not all take office on the same day. State constitutions and local laws dictate their specific inauguration dates. Most of these ceremonies will occur in January 2027. Unlike the federal process, these events are individual acts held in state capitols. The new governors will assume their duties in their respective states rather than in Washington, D.C.
Local officials in Dallas County and across Texas will also begin their terms on a rolling basis. Mayors, city council members, and county commissioners do not share a single national inauguration date. Their schedules depend on the rules of their specific jurisdictions. Many local leaders will take office between November 2026 and January 2027. These ceremonies often take place in city halls or county courthouses and are generally less formal than the congressional proceedings.
The transition period ensures that power transfers smoothly without a gap in governance. Federal lawmakers will prepare for the January 3 session, while state and local leaders will finalize their own administrative setups. The new majority in Congress will begin organizing its committee assignments and legislative agenda immediately after the oaths are administered. Local boards will similarly begin meeting under their new leadership structures as their specific dates arrive.
